I opened the picture i was using in photoshop^^ i then made a new layer by going to Layer>New
Layer. I changed the colour to a sea blue clicked on the paint tool:
changed he brush sizes to make it an appropriate size zoomed in and outlined her eyes with the colour blue. 
After i had finished outlining her eyes i changed the Opacity to 84% and changed the settings to Overlay.
This was my final image:
